Judge allows most of T suit to proceed

A federal judge yesterday allowed an environmental group's lawsuit against state officials to proceed to trial, although she eliminated two counts of the claim. US District Judge Nancy Gertner left intact 18 counts in the suit by the Conservation Law Foundation, which contends that the state failed to commit money to public transit projects intended to offset the pollution impact of the Big Dig. The projects include an MBTA Green Line extension to Somerville and Medford, a connection of the T's Red and Blue lines, and the extension of trolley service from the Green Line's E branch into Jamaica Plain. Gertner dropped counts claiming that the state had failed to meet its obligation to build a rail line to T.F. Green Airport in Warwick, R.I., and to improve traffic signal technology in Boston.
